Redefining Financial Freedom: CORE DMV – No One Left Behind
CORE DMV is a fully integrated financial empowerment ecosystem built on the belief that financial freedom is not a privilege. It is a right that belongs to every person, in every community, at every stage of life. From government-contracted school programs to a national licensed agent network, from workforce development to community wellness initiatives, CORE DMV has built a model where financial literacy does not just open doors. It walks people through them.
CORE DMV operates under several multi-agency government contracts serving schools across the region, held to the highest standards of delivery, reporting, and outcomes through competitive procurement processes. Every licensed agent facilitator in the CORE DMV network holds an active state insurance license and meets carrier appointment standards before delivering any financial services component of the program. They are trained, licensed, credentialed professionals who carry this mission into the field with the same rigor and accountability the mission demands.
CEO and Founder Dr. Darvincia Warren, The Money Chic™, has spent 15 years serving families in the DMV region through two chapters of the same mission. What began as DW Tax Prep gave Dr. Warren a front-row seat to the financial realities facing working families across the region. Year after year, sitting across the table from hardworking people who were doing everything right and still coming up short, she recognized that filing returns was addressing symptoms, not root causes. The real gap was not in what people earned. It was in what they had never been taught.
That recognition became the turning point. DW Tax Prep evolved and rebranded into CORE DMV, a fully integrated financial literacy and empowerment organization built to go deeper, reach further, and create outcomes that lasted long after tax season ended. The rebrand was not just a name change. It was a declaration of purpose.
From there, Dr. Warren developed the FinLit™ YouthBuild curriculum, built a national licensed agent network, and secured several multi-agency government contracts serving schools across the region, positioning CORE DMV to reach thousands of students, families, and community members in a way that DW Tax Prep’s seasonal model never could.
Dr. Warren’s appointment to the Maryland Comptroller’s Financial Literacy Advisory Council brought her work into direct alignment with the NFEC financial wellness movement, confirming what the programs had already demonstrated: that community-level delivery and systemic policy change are not separate conversations. They are the same one.
CORE DMV’s suite of programs reflects the fullness of that commitment across every stage of life. FinLit™ YouthBuild delivers structured financial literacy education inside schools through a 6-week cohort model, culminating in a graduation ceremony and seed savings stipend for every participant. TeamBuild extends the mission into the workplace, delivering employee financial wellness programming that meets working adults where they are. ReBuild serves returning citizens with the financial education, tools, and support needed to reenter society with a real plan, reduce the likelihood of recidivism, and build a stable, sustainable financial future from the ground up. LegacyBuild serves seniors with the financial knowledge and planning resources needed to protect what they have built, maximize their later years, and create something meaningful to pass on to the people they love.
Beyond its own programming, CORE DMV extends its reach through Dr. Warren’s role as Communications Director and FIT Program Lead for The Pinkhouse Group, a nonprofit dedicated to serving at-risk and unhoused youth across the DMV through signature programs and resources. Dr. Warren launched the Financial Independence and Transformation program, known as FIT, in June 2025 as one of those signature offerings, bringing structured financial literacy and empowerment directly to one of the most underserved populations in the region. CORE DMV also delivers breakout FinLit™ sessions for the Student Leadership Academy, serving hundreds of students across Prince George’s County schools, and hosts annual proclaimed community events including Money Smart Week and Capital Connections: Empowering Minority Businesses, a platform dedicated to equipping minority entrepreneurs with the financial knowledge, connections, and resources to grow and sustain thriving businesses.

Through FinLit™ YouthBuild, TeamBuild, ReBuild, and LegacyBuild, financial wellness education reaches students, working adults, returning citizens, and seniors. Through The Pinkhouse Group’s FIT program, that reach extends to at-risk and unhoused youth across the DMV.
